Actually I don't think we ever opened a proper issue on this leak after it was discovered while fixing segfaults (#5257, #5346). I've added a note regarding the vulkan memory leak again during #5388 where @neatnoise thankfully picked up on it.

I don't encounter the leaks anymore. @Kishi85 confirmed it too. I don't think we need to create an issue for now.

Lynne from FFmpeg picked the issue up very quickly on FFmpeg side. CBS is fixed for now I think (VkImageViews not yet it seems). I will track the issue on FFmpeg. It's here https://code.ffmpeg.org/FFmpeg/FFmpeg/issues/23794
