PhysX 5.6.1 GPU build 5

Linux libraries now carry an $ORIGIN-relative runpath instead of the build
machine's absolute path, so libPhysX_64.so can dlopen libPhysXGpu_64.so on a
consumer machine and PhysX no longer falls back to CPU on GPU-capable hardware.

Windows is unchanged by the fix but is rebuilt from this tag, so its physics
behaviour is worth re-checking (PhysXRuntime_IT).

PhysX 5.6.1 GPU build .4

First release whose Linux artifacts contain actual libraries. The .1 to .3
Linux archives shipped 609 KB of headers and documentation: the packaging
step globbed physx/bin/linux.clang, a directory that never existed, and
swallowed the failure with 2>/dev/null || true.

Linux now mirrors Windows: GPU projects enabled, shared libraries, the CUDA
arch list rewritten at its source so CUDA 12.5 is not asked for Blackwell,
the OpenGL headers cudaGL.h needs, and hard gates on libPhysX_64.so and
libPhysXGpu_64.so so an empty archive can no longer be published.

Validated green in run 31712364659 before tagging.

ci: strip Blackwell sm_100 too (5.6.1 arch matrix broke the runner)

PhysX 5.6.1 added --generate-code for compute_100 (Blackwell), which the pinned
CUDA 12.5 toolkit cannot compile ("nvcc fatal: Unsupported gpu architecture
'compute_100'"), failing every Windows GPU job. The arch-strip sed only removed
sm_80/86/89/90.

Widen the strip to every non-75 arch: compute_8[0-9] / 9[0-9] / 1[0-9][0-9].
sm_75 stays as the sole real target, PTX JIT covers Ampere..Blackwell at launch.

ci: build PhysX SDK 5.6.1 (was 5.6.0)

Bump the checked-out NVIDIA-Omniverse/PhysX source ref from 107.0-physx-5.6.0
to 107.3-physx-5.6.1. 5.6.1 fixes "a crash when a pair of actors had lots of
colliding shapes" (matches the gripper-fingers + cube sustained-grasp crash in
the RL lift task) and adds PxSceneFlag::eSOLVE_ARTICULATION_CONTACT_LAST.

CUDA arch config unchanged (sm_75 + PTX JIT to newer arches) so the 5.6.0/5.6.1
A/B isolates the SDK version, not the arch target.

Add Linux preset without snippets to fix OpenGL errors

- Create linux-clang-cpu-only-nosnippets.xml with PX_BUILDSNIPPETS=False
- Snippets require OpenGL which causes linker errors on GitHub runners
- Remove unnecessary X11/OpenGL dependencies
