StepReceipt now installs directly from GitHub as a CLI and JavaScript package.

Install: npm install github:LydiaTools/stepreceipt#v0.3.0
CLI: stepreceipt <run.json> [--out report.html | --summary report.md] [--check]
Import createReceipt, normalizeRun, and renderReport from the package exports.
Includes the LangGraph process-restart example and bilingual usage docs.

Validated locally, installed from the GitHub commit in a clean temporary prefix, and passed the repository's CI tests and Pages build.
