1.0.6 beta 4 - Update header structure

In addition to the previous changes in branding imagery and spacing, we've decided to change the structure of the header to be more in line with our other web applications. That calls for splitting the link in the header, so that the Libraries' logo links to the organization homepage, while only the "Dome" platform name links to the platform homepage.
Some styles update as a result of this change, because the MIT-logo class goes away.
