0.7.2: Keychron Q1 HE lighting through VIA

A native driver for QMK keyboards that speak VIA protocol v3 over raw HID
(usage page FF60): it reads the RGB matrix's current effect, brightness,
speed and colour, sets them with VIA's custom-value commands, and saves to
the keyboard once changes settle. Only boards with a known effect list are
claimed; the Keychron Q1 HE (3434:0B10) is the first. Device reports now
include what unclaimed QMK interfaces answer. --qmk-test runs the driver
against a simulated VIA keyboard.
