differential-dataflow master-next MaterializeInc#797 (reduce) and MaterializeInc#798 (join) fixed the
higher-ranked key normalization by naming a shared key-container parameter, so
a single generic reduce wrapper compiles again.

Update the dependency to that master-next revision and replace the concrete
per-spine reduce helper functions with one generic mz_reduce_abelian wrapper
that forwards the key container and pins it on both the input and output
traces.

Drop the master-next git patch now that the fixes it carried (differential
MaterializeInc#797/MaterializeInc#798, which restore the generic mz_reduce_abelian wrapper) are published.
Bump timely to 0.31.0 and differential-dataflow / differential-dogs3 to 0.25.0
from the registry.

Ports the compute, interchange, and timely-util crates to the new timely
and differential-dataflow API and moves onto the published releases.

The new API moves navigation off `TraceReader`/`BatchReader` onto the
`Navigable`/`Cursor` traits and reshapes `Merger` (`account` split into
`len` and `allocation`).

`reduce_abelian` carries a higher-ranked output-key bound (`for<'a>
Key<'a> = KC::ReadItem<'a>`) that the compiler only normalizes when the
key container is pinned.
differential-dataflow #797 and #798 name that shared key container, so
the generic `mz_reduce_abelian` wrapper compiles again and the concrete
per-spine helpers are gone.
Threshold keeps two concrete-spine helpers (`threshold_local`,
`threshold_trace`) because its two call shapes make pinning the spines
cheaper than threading the wrapper's key-container bounds through
another generic layer.

Now builds against published `timely = "0.31.0"` and
`differential-dataflow = "0.25.0"`, with the `master-next` git patch
removed.
