Dependency maintenance, plus one test-tooling fix.

#15 — drop pytest-postgresql. It was unused and broke on setuptools 81+. This is the fix that unblocks installing sqlark's dev environment on current setuptools; it is not in any released version before this one.

The other two are routine security/tooling bumps (urllib3 2.6.3 → 2.8.0, virtualenv 20.36.1 → 21.7.13). No library behaviour changes.
