NetCheck 1.2.54

Compliance release for the TOS app-store review: ships the complete compliance dossier (privacy policy, open-source licences and dependency notices, third-party service and data-flow disclosure, user data access/correction/deletion paths, supply-chain provenance, SBOM) both inside the package and in this repository, and tightens the privileged services to a minimal capability set - netcheck-helper.service keeps only CAP_CHOWN, CAP_DAC_OVERRIDE and CAP_NET_ADMIN, netcheck-bpf.service only CAP_NET_ADMIN, CAP_NET_RAW, CAP_BPF and CAP_PERFMON, both with NoNewPrivileges=true. No functional change for users; the privileged channel can be disabled with repair.mode=guide.

面向 TOS 应用上架审核的合规版本：随包（并在本仓库）提供完整合规材料（隐私政策、开源许可与依赖声明、第三方服务与数据去向、用户数据查阅/更正/删除途径、供应链来源、SBOM），并将特权服务收紧到最小能力集——netcheck-helper.service 仅保留 CAP_CHOWN / CAP_DAC_OVERRIDE / CAP_NET_ADMIN，netcheck-bpf.service 仅保留 CAP_NET_ADMIN / CAP_NET_RAW / CAP_BPF / CAP_PERFMON，均启用 NoNewPrivileges。对用户功能无影响；特权通道可通过 repair.mode=guide 关闭。
