wex is built as a part of the SAM build process. See the instructions on the SAM wiki: https://github.com/NatLabRockies/SAM/wiki/Windows-Build-Instructions

If only building wex and not SAM:

Google Test is not required
OR-Tools is not required
LK is required but the other SAM repositories are not
