Actanara v1.3.0 introduces Linux x86_64 fresh-install Core support while preserving the existing macOS launchd behavior.

Highlights

Adds the shared macOS/Linux public setup entrypoint and a Debian 13 x86_64 installer for CPython 3.13 with exact, hash-verified Runtime dependencies.
Adds managed systemd user services for Dashboard and optional nova-RAG, plus managed service/timer pairs for the daily pipeline and Dashboard aggregation scheduler.
Adds platform-neutral Dashboard controls for preview/status, install/update, uninstall, start, stop, restart, and definition reconciliation.
Adds transactional compensation and interrupted-operation recovery for systemd unit changes.
Requires systemd services to remain stable across a bounded verification window, preventing a fast-exiting process from committing a transient successful state.

Actanara never invokes sudo and never modifies linger without explicit user authorization.
--enable-linger, --require-linger, and --no-linger-prompt make the always-on policy explicit. --yes does not grant linger permission, and uninstall never disables linger.
Actanara refuses to overwrite or remove systemd units without its management marker.
macOS continues to use the existing verified launchd transactions; the shared service interface does not replace or weaken them.
Linux support in this release is the x86_64 fresh-install Core boundary. Existing-install upgrade/repair and local-embedding expansion remain outside this boundary.

Debian 13 x86_64 real systemd lifecycle, update, restart, timer, failure compensation, interrupted recovery, unmanaged-unit protection, logout/linger persistence, and cleanup: passed.
