vimPlugins.rzls-nvim: init at 2024-12-24

Add rzls.nvim, a Neovim plugin for the Razor Language Server (rzls). It provides language server protocol (LSP) support for Razor/Blazor/CSHTML files. Tested with rzls built in #371569.
