Bump version and add patch/conditionals to allow compilation on ARM with neon
support. Neon patch from:

https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=873608

Motivation for this change

Update UHD and allow use on ARM.

Things done

Tested on ARM NixOS on Tinker Board, and x86 Ubuntu, and x86 NixOS.

  • Tested using sandboxing (nix.useSandbox on NixOS, or option build-use-sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions (Ubuntu)
  • Tested via one or more NixOS test(s) if existing and applicable for the change: not aware of any
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip" (only on Ubuntu)
  • Tested execution of all binary files (usually in ./result/bin/)
  • Fits CONTRIBUTING.md.
