rocmPackages_6.rocm-runtime: fix shebangs correctly for strictDeps

By default, the build bash is used for patchShebangs --host. Use --build to do this explicitly for strictDeps = true support. (#178468)

Also put a comment why valgrind is included in buildInputs (the output does not depend on it).

I have not run this or analyzed it in depth, but it looks like a reasonable change, and I think we should go through with it. LGTM
