Add the openwebrxplus package at version 1.2.8.2

Development of openwebrx has moved from https://github.com/jketterl/openwebrx
to https://github.com/luarvique/openwebrx.
openwebrxplus is just the brand name for the newer versions of openwebrx.

@astro What do you think about this ? Would you prefer a PR that updates the existing openwebrx to the new fork ?

I guess having just one openwebrx package will be easier to maintain with all those specific dependencies. Thanks for doing this!
