4.2 Private Internal Repository Information

The policy

Repositories should be created as public by default unless there is specific need for them to be internal or private. If there is a requirement that the repository should be Private OR Internal, then the repository must include a PIRR (Private/Internal Repository Reasoning Record) file. Action for Fahad: (Before the automation ensure these PIRR.MD file should be in the root direction)
