Summary
Revert the retrieval-timeout optimization series beginning with PR #337 and continuing through PRs #341–#344, #348, #350, #352, #354, and #355.
This restores the retrieval implementation to the state before the timeout investigation began, while retaining unrelated credential-redaction changes from PR #347.

Important operational note
This PR removes the migration files and application code, but it does not automatically downgrade database objects already applied in production. Any database cleanup must be planned and approved separately.
