Two gaps found and fixed:
eval-n8n.yml: 8 new eval datasets (skill-browser through skill-shop) were created in PR feat: 8 missing eval datasets, sources for 12 external skills, 100% skillmgr coverage #361 but not added to the CI default payload. Now all 11 skill eval datasets are wired.
CHANGELOG.md: PRs feat(skills): required_tools on all 37 skills, skill-code-create teaches required_tools, TUI WIP integrated #359, fix: stale skill counts (34/35→37), fill skill-code-graph empty dirs #360, feat: 8 missing eval datasets, sources for 12 external skills, 100% skillmgr coverage #361 had no changelog entry. Added SOTA Skill Infrastructure section.
