Resolves conflicts after #268 (microsoft group) and #270 (coverlet.collector) landed the redundant pieces of this PR on main. Hybrid resolution: - Api.csproj, Tests.csproj: take main (newer JwtBearer, OpenApi, coverlet, Test.Sdk; #266's bumps for these were superseded). - Scanner.csproj: keep main's Configuration.Abstractions 10.0.8, keep #266's MySql.EntityFrameworkCore 10.0.7. - Data.csproj: clean auto-merge. Net change from #266 after the merge: MySql.EntityFrameworkCore 10.0.1 → 10.0.7 in Scanner.csproj and Data.csproj.

Approved: post-rebase, the net change is just MySql.EntityFrameworkCore 10.0.1 -> 10.0.7. CI green.
