Mock Server

It is possible to run with the Mock server.
To do, JOB_MOCK_CYCLE should be provided with integer value upon run
(e.g., export JOB_MOCK_CYCLE=10). JOB_MOCK_CYCLE sets the frequency in seconds, in which mock server produces a new chunk of training data.
Mock server is available on dev and test environments
