Fix a few minor issues.

NE-3.24

When running in an xterm window, cope with the different keystroke settings of Backspace and Delete. Also detect and handle an 8-bit control character setting. Lock out callouts in regular expressions (if PCRE2 supports this) instead of silently ignoring. Allow "mark line" in read-only mode (bug fix).

NE-3.23

Add some support for regex matching to handle invalid UTF-8 strings. Removed support for legacy PCRE1 library.

NE-3.22

One small addition to allow shell commands with the current file's name inserted, and to allow shell commands mixed with others.

NE-3.21

There are just two minor screen display changes; one a bug fix and one to tidy up an infelicity.

NE 3.20

First release after creating GitHub repository. Code has been given a much needed spring clean.
