• Allow preset manifests to define a model's quota source and supported effort
  values. New models can route without an app update while local account
  bindings remain local.

Fixed

• Route Terra through its ChatGPT quota source when an older saved policy has
  no Terra usage-lane mapping, avoiding a degraded unbound T3 route.
