Add country-specific staging repositories

• Resolve staging Hugging Face repositories and revisions from each country registration.
• Retain the US POPULACE_STAGING_HF_REPO and POPULACE_STAGING_HF_REVISION overrides.
• Cover a fixture-only Armenia staging loader path without publishing data.

Validation:

• bun test: 320 passing.
• bunx tsc --noEmit.
• bun run build.
• Independent read-only review.
