Update PolicyEngine US release dependency

Summary

• update the locked PolicyEngine-US runtime from 1.745.0 to the current 1.752.2
• keep the existing lower-bound dependency contract unchanged

Reason

The sparse Populace release should be built and certified against the latest available PolicyEngine-US runtime. The post-1.745 changelog includes health coverage fixes that may affect ACA/PTC validation, so the release build should not remain pinned to 1.745.0.
