Scaffolding docs for the populace-nz epic (#343): the v1 take-up-engine plan (Belgium-pilot recipe recalibrated to NZ margins, validation gates against Treasury IncomeExplorer/AN25-01) and a source-verified inventory of public NZ calibration targets (Stats NZ, IRD, MSD, Treasury, housing) with direct-download URLs, licence audit, and dollar-vs-count flags.
