Docs-only scaffold for #343 (populace-nz epic):

  • docs/nz-take-up-engine-plan.md — v1 plan: dollar take-up engine on the BE-pilot recipe (populace-us donor pool reweighted to public NZ margins; rules from rulespec-nz via the Axiom adapter); 16-margin v1 target set; joint-income strategy + tripwire; validation gates (IncomeExplorer per-case, AN25-01 EMTR distribution reproduction, aggregate checks); AS-specific machinery (bond-data rents, Area 1–4 crosswalk, 2027 redraw break).
  • docs/nz-calibration-targets.md — inventory of public NZ calibration targets verified against live sources on 2026-07-06 (direct-download URLs for IRD/MSD/MBIE/Treasury files, per-source licence audit incl. two no-LICENSE Treasury repos and MBIE's CC BY 3.0, dollar-vs-count flags, and a gaps/risks section led by the missing public joint-income distribution).

Upstream gate noted in the plan: no published take-up number before TheAxiomFoundation/rulespec-nz#73 merges.
