The parity manifest pinned consumer_facts_buildn_v9_2 while #519 added six JCT tax-expenditure references, so regeneration against the real feed failed on any machine holding it (CI skips without the feed). Pin the v9.4 feed digest (verified against the build runtime input, sha256 b3c0835631a446eb96aa84d86f3ee962d15ca356174c7114db52974f1cacc080) and update family counts (jct.tax_expenditures 5 -> 11, adds jct.obbba_title_vii).
