Applies Max's ruling on the "plus SPM" question (follow-up to #596 and the interim reword): SPM resource components earn no separate protected-family listing —

  • their survey-measured versions are exactly the prohibited quadrant (tax-benefit quantities from a survey), and
  • their administrative totals are already covered by "the benefit-program families" (a per-benefit "each SPM component is admin-calibrated" claim would currently be false — WIC and housing carry zero targets).

SPM poverty stays protected via the held-out regression gate, never as a target family. Also repairs the malformed nested parens the interim reword introduced.
