Bundle 4.16.0 imported with empty region_datasets, which nulled every per-region dataset path in policyengine.py's region registry (national / 51 states / 436 CDs). The generator sources these templates from the release manifest's metadata.region_datasets, which the populace-us manifest didn't declare.

The manifest now declares them (re-tagged in place; national → populace_us_2024.h5, state → states/{state_code}.h5, district → districts/{district_code}.h5 — the state/district artifacts are inherited with their own policyengine-us-data@1.115.5 pins). This regenerates the bundle against it.

Validation: scripts/validate_bundle.py bundles/4.16.0 exit 0; 88 unit tests pass.

(national / state / congressional_district) in its metadata; regenerate
so importers can resolve per-region datasets again.
