The #490 adjudication comment named 'a boosted run' as the 0.15 restoration condition — written before the #462 six-state decomposition showed the miss is support excess sitting past the loss cap, and before the #492 doctrine removed per-target loss boosts entirely (#491). The condition is now what it actually is: fix the six-state carriers (populace#481/#487), then a run holds 0.15 on truthful support. Comment-only change; no values or semantics move.
