The 18 vitest files never ran in CI. pnpm build only exercises the configs that exist in-repo today, so it misses every parser guard and error path — deleting the validateCommandName call from parseCliBlock leaves the build green while 5 cli-block tests fail. Placed before Build to fail fast: 0.7s for 139 tests, no secrets, no network, so it runs on fork PRs too.
