Merge Feature Flags and Flags Platform teams

Changes

The Feature Flags team (SDKs, UI, CRUD) and the Flags Platform team (evaluation API, local evaluation) are merging into a single Feature Flags team.

• Rewrote /teams/feature-flags to cover the combined scope (SDKs, UI, evaluation API, local evaluation).
• Merged both teams' Q2 2026 objectives into one objectives page. Dylan Martin is no longer on the team, so his two objectives (AI-first flag management, closing the targeting functionality gap) are now driven by Phil Haack.
• Removed /teams/flags-platform and added a redirect to /teams/feature-flags in vercel.json.
• Removed flags-platform from the product team list in contents/handbook/product/product-team.md and from Ben White's team list in contents/handbook/exec/responsibilities.md.

Team membership in Strapi still needs to be updated separately via the /org-change Slack flow per /handbook/company/team-changes.
