Maintainer and contributor responsibilities

4.0 release review — September 10, 2026. The documented published candidate is 4.0.0-RC.2; final 4.0.0 is not yet published. Release scope and migration.

Repository access, code ownership, and branch protection are defined by the current GitHub configuration and repository files. This wiki does not grant access or override review rules. The old fixed team-size and universal-access description was not a reliable source for those permissions.

Contributors propose and implement bounded changes, provide tests and documentation, and respond to review. Reviewers inspect behavior, compatibility, test evidence, and operational implications. Maintainers coordinate release scope and satisfy the configured release and publication gates.

Breaking changes and cross-repository work need an explicit decision and dependency order. Record important decisions with context and consequences, then verify the implemented result. A design acceptance does not establish released availability.
