Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependencies [tar](https://github.com/isaacs/node-tar), [@storybook/addon-essentials](https://github.com/storybookjs/storybook/tree/HEAD/code/addons/essentials) and [@storybook/react](https://github.com/storybookjs/storybook/tree/HEAD/code/renderers/react). These dependencies need to be updated together.
