New features

• POMDPs.jl integration (package extension, loaded with using POMDPs, POMDPTools): CollocationSolver now also serves as a POMDPs.jl solver — POMDPs.solve(CollocationSolver(basis), m) solves a POMDPs.jl MDP with continuous states covered by the basis, finitely many actions or a scalar action interval, and explicit transition distributions by the collocation method, and returns a standard POMDPs.Policy. A model declares a continuous action space by having its actions(m, s) return the new ActionInterval(lo, hi).

There are no breaking changes.
