Fable Engine v1.3.7

  • Fix Windows support for the sandboxed red-team executor: Windows select() rejects pipe handles (WinError 10038); the reader now falls back to a thread on OSError, so sandboxed code review handshakes on Windows.

CI matrix green on Ubuntu, macOS, and Windows across Python 3.10-3.12. Full release gate: compileall, AST policy, V1 (42) and V2 (492) suites, install.sh.

Supersedes v1.3.6, which carried the Windows-only sandbox defect (POSIX unaffected).
