The brain delegated a framework task (lib-agent.sh fix) to the build agent (project-zone) instead of evolve (framework-zone). Added rule #2 to Delegation Protocol: read the task, check what files it touches, delegate to evolve if framework files are involved.

Session #2 showed the brain reviewing a fixed PR itself instead of re-launching reviewer sub-agents. Clarified rule 6 in Review Protocol: always re-launch the SAME reviewers, never self-review.
