Fix serial-start resend loop

  • Do not inject priority progress updates while OctoPrint is Starting, resuming, canceling, or otherwise outside stable Printing/Paused states. Check again at the queue boundary.
  • Fixes the reported progress frame displacing M110 N0 and causing repeated Resend: 1, followed by OctoPrint's emergency stop.
  • Includes b111's SpoolManager filament-sync Apply controls and centered optional print tool-mapping modal, plus b110 Dashboard connection/grid fixes.

Validation: 233 Python tests (4 skipped); seven UI suites passed for the included UI changes. Hardware retest still required.

Update using OctoPrint Software Update's Beta channel and restart OctoPrint. If already stopped by M112, clear the printer's stopped state using its normal reset/restart procedure and reconnect before retrying. Do not disable checksum or line-number validation.
