Fix repeated filament synchronization writes when a spool color name differs from the printer shared RGB palette label. Matching RGB and manufacturer no longer trigger full resynchronization solely because of the label; genuine RGB/manufacturer changes still synchronize and provider labels remain intact. Includes regression coverage for repeated reports. Validation: 235 Python tests run, 4 skipped, all remaining tests passed. Hardware validation pending. Available through the beta update channel; restart OctoPrint after updating.
