RME Compatibility 0.1.0b116

Fix SpoolManager remaining at reading selections from printer when all selections already match. Track completion across all reported tools, including empty slots, without restarting filament writes. Disconnected requests no longer leave a busy status; provider exceptions end the read with a failure status. Includes regression tests for unchanged selections, empty slots, duplicate reports, and disconnected requests. Validation: 237 tests run, 4 skipped, all remaining tests passed. Hardware validation pending. Update through the beta channel and restart OctoPrint.
