Estimates Program v1.2.2

Official Estimates 2025 release with added employment module released as [run_id]=233 for QA review and approval. This incorporates changes from #274 after QA reviewed employment from [run_id]=224 in release v1.2.1.

Note, this release should be identical to [run_id]=224 in all modules excepting the Employment module and the addition of households by workers to the household characteristics module.

Major Updates

• Addition of Households by Workers to the Households Characteristics module
• Employment estimates are now aligned with SANDAG employment categories
• Regional employment controls use updated suppression methodology for 2010-2021 and updated rounding methodology for 2022+
• Block to MGRA cross reference used in the employment module now considers employment by category
• The BLS QCEW 2025 was incorporated into the regional employment controls (SANDAG/BLS#53)
• The City of San Diego data for 2021 in the California EDD confidential dataset was fixed (SANDAG/EMPCORE#87)
