Redis timestamp persistence causing data loss

Add timestamp persistence to all storage types to prevent CallGate
data reset when new services connect to existing windows.

• Add BaseStorage abstract timestamp methods
• Implement timestamp storage in Simple/Shared/Redis storages
• Update CallGate to restore/persist _current_dt from storage
• Add comprehensive timestamp persistence tests

Fixes critical bug where Redis windows lost all counter data
on new service connection due to missing timestamp persistence.
