Expected or Desired Behavior

If the site is in different language from the user settings, all links have to be in the same language.

Observed Behavior

All the native links are not in accordance with the language settings:

Steps to Reproduce

1. Create a SharePoint site in French (in accordance with the current bug. That can be works this a other lang maybe)
2. Disable the other languages (only default language) from the site settings > language settings
3. Enable HUB on the site
4. Use a user account with a preferred language different from the site collection default language (English in accordance with the current bug)
