PnP Js CopyByPath in SP.MoveCopyUtil in Document library

Frame work : SPFx and Extension webpart
Requirement : We need to copy document from one site collection to another site collection with multiple times (like duplicate) and it has to create incremental version like 1.0,2.0,etc in the destination file.

User permission level: Full Control and Contribute with No Delete

Issue: Copy is allowing only one time to copy document to destination site and not creating multiple version**( as expected in On Prem SP2013 site)** while copying the same document to the destination site. For Admin user it is overwriting the destination file but not creating the multiple version.

Expectation :
Copy has to create multiple version in destination site for Full control and Contribute with no delete permission level.
