WHY are these changes introduced?

This pull request performs a minor clean-up of the TOML file utility by eliminating unused dead code and improving type safety.

WHAT is this pull request doing?

  • Removed the unused readonly errors: TomlFileError[] = [] property from the TomlFile class.
  • Improved type safety in the decode method of TomlFile by catching err as unknown and safely checking for properties line and col via a structured cast (err as {line?: number; col?: number; message?: string}), thereby eliminating an eslint-disable-next-line directive for @typescript-eslint/no-explicit-any.
