Migrates the 5-bus fixtures to the psy6 reserve and cost APIs.

  • Reserves: ConstantReserve/VariableReserve -> OnlineReserve, VariableReserveNonSpinning -> OfflineReserve. The ORDC is no longer its own type; it is an OnlineReserve carrying its demand curve on variable.
  • Market-bid fixtures moved to the psy6 cost API.
  • TModelHVDCLine fixtures carry the now-required base_current.

Lets PowerSystemCaseBuilder drop the compatibility shims in psy6_compat.jl.
