v3.1.8

arnis 3.1.8

Faster generation, caves at any world height, and two opt-in passes that
reshape river beds and road surfaces.

With no new flags passed, output is byte-identical to 3.1.7. The one
deliberate exception is the cave fix, which only changes worlds taller or
deeper than vanilla - where the old behaviour was the bug.
