TOBI v0.4.0 release, built from commit e4f5874.

Highlights

• Adds native x86_64 Linux host support for building the ARM Yocto images.
• Starts TOBI on both HDMI and Serial UART, with a serial-friendly UI for /dev/ttyS2.
• Adds proxy/time setup test mode so DHCP-without-internet flows can be exercised.
• Makes UTC time and proxy fields explicit blank inputs instead of prefilled values.
• Refines the installer runner to behave like the Chrome T-Rex game: the runner jumps while the ground and obstacles stay level.
• Removes the cross-session installer lock warning between HDMI and Serial sessions.
• Bumps the TOBI app and Yocto prebuilt package to 0.4.0.
