Use R 4.6.0 for macOS CI

Seems that the URL has changed (or R 4.6.0 wasn't built for big-sur-arm64):

• R 4.5.1 works: https://cloud.r-project.org/bin/macosx/big-sur-arm64/base/R-4.5.1-arm64.pkg
• R 4.6.0 fails: https://cloud.r-project.org/bin/macosx/big-sur-arm64/base/R-4.6.0-arm64.pkg

Looks like the new URL uses "sonoma" instead of "big-sur"

We probably should look into replacing this with rlib/actions/setup-r to avoid these URL changes in the future (plus allowing specifying just 'release' as the version rather than needing to bump manually)

I'm not opposed to that. For this PR, I was trying to quickly fix the problem with minimal changes.

Next on my to-do list for TileDB-R is to fix the failing Windows build. If I can get that working again, then next I could combine windows.yaml with ci.yaml to have a single cross-platform CI workflow that uses r-lib/actions.
