Summary

• 更新 ADR-034，与已合并的 refactor(projects): remove misleading Hub lifecycle status filter (#2274 B-6) #2323 一致：Hub 未定义 Project lifecycle，因此不提供 Running/Completed/Archived 筛选，不再把这项工作标成等待裁决。
• 收紧 i18n 按文件棘轮预算：663 → 655，仅下调 3 个文件共 8 行已偿还的预算，不改变扫描逻辑，也不增加允许债务。
• 对 前端探索批收口：原始 37 条已处置，现役代码与回归已复核 #2274 原始条目做现役代码与回归核对；该索引的整理单独写回 issue，不把历史候选当作当前缺陷。

• python scripts/verify/verify-openapi-contract.py — PASS，153 Hub OpenAPI routes / 156 router routes / 3 allowlisted；0 schema coverage violations
• python scripts/verify/verify-i18n-callsites.py — PASS，83 files / 655 literal lines，baseline 与 current 一致
• python scripts/verify/tests/verify-i18n-callsites.Tests.py — 5 PASS
• 在相同 frontend source 的基线提交 5809d577 上运行针对性回归：shared 5 files / 116 tests；Desktop 7 / 56；Web 4 / 71；Workbench 8 / 127，合计 24 files / 370 tests PASS。
• git diff --check — PASS

Boundaries

仅文档与预算下调，无应用行为、API、部署配置或权限改动。未重跑真实登录、外部模型、Visual QA 或 packaged Desktop；这些不属于本次差异的验收。现有 TablePreview 测试有非阻断的 React act 警告，未把它写成新的通过证据。
