ScenarioSwitcher to an ideal healthcare system and ideal healthcare seeking

In this branch, we create a list of parameters indicating an ideal healthcare system and a corresponding function to implement such parameter settings.
Currently, we propose an ideal healthcare system refers to
(1) If_HealthCareProvsion: full adherence to clinical guidelines by health care providers,
(2) If_HealthCareSeeking: full adherence to medication/care and treatment by patients,
and (3) If_HCWCompetence: ideal HCW competence.
Update:
We now consider an ideal healthcare system refers to
(1) maximal health system performance, incl. clinical guidance 100% adherence and hcw competence re. do what they should do and do the best they can
(2) maximal health care seeking by patients
