ScenarioSwitcher to an ideal healthcare system and ideal healthcare seeking

In this branch, we create a list of parameters indicating an ideal healthcare system and a corresponding function to implement such parameter settings.

Currently, we propose an ideal healthcare system refers to
(1) If_HealthCareProvsion: full adherence to clinical guidelines by health care providers,
(2) If_HealthCareSeeking: full adherence to medication/care and treatment by patients,
and (3) If_HCWCompetence: ideal HCW competence.

Update:
We now consider an ideal healthcare system refers to
(1) maximal health system performance, incl. clinical guidance 100% adherence and hcw competence re. do what they should do and do the best they can
(2) maximal health care seeking by patients

Hi Tim @tbhallett, really happy that now this collection of params are completed and formatted in the resource file. Also, please check the list of disease modules that have no relevant params included. Still, the sheet in link https://docs.google.com/spreadsheets/d/1zUm1LAAcbeS0lT9SgGtlapfk3n6WyOWN6aScivcU3Fw/edit#gid=0 provides all details behind this collection. Hope these are helpful.

We want to do a proof of principle here using src/scripts/healthsystem/impact_of_healthsystem_under_diff_scenarios/scenario_impact_of_healthsystem.py but we're waiting for a fix to issue #988

Run of src/scripts/healthsystem/impact_of_healthsystem_under_diff_scenarios/scenario_impact_of_healthsystem.py is : scenario_impact_of_healthsystem-2023-06-06T063118Z

The results are here -- suggesting that everything is working as expected 💯

(I think the effect of increased consumable would be even more pronounced if we had lesser healthcare seeking- as many of those parameters mean that people come back to care assiduously when they encounter consumables stock-outs)

I am also noting here that there are some new parameters (just added in new PRs) that will include in here:

• Alri: prob_for_followup_if_treatment_failure --> 1.0 (from alri: create a parameter for the probability of followup after treatment failure #995)
• CardioMetabolicDisorders: prob_care_provided_given_seek_emergency_care --> 1.0 (from Removal of logic based on squeezed-factors from the CardioMetabolicDisorders Module  #993)
