I've enabled developer mode and ran powershell with administrator on suggestions from other forums. However, this problem remains unresolved.

I finally found the problem. this is my stupidity for not checking that the original wsa is still there and i haven't uninstalled it. and after I uninstalled it, finally it worked fine.

just right click on wsa and press uninstall button. Or use an uninstaller software.
